Title 4 established the Telecommunications Relay Service which requires all of the Internet and telephones companies in the United States to pay a fraction of their fees into this fund. This is how you get the phone for free! In fact if you or anyone looks at their phone bill you’ll see an item called the Universal Service Fee that we pay every time we pay that bill. It will be somewhere between 80 cents and $1.50 depending on where you live that fee pays for the phone. That’s why the phone is no cost to anyone who has a hearing loss.
